The legality of the issue is obviously subject to the laws in your state/city. There is no federal law about being in neutral or not. Oddly enough last I checked it is not a law here in the land of mountains, and the greatest snow on Earth.... Where, it should be a law that you have to downshift coming down a hill so you don't have to use your brakes too much.

The 2-wheel tow hurts stuff because only two wheels are spinning, in this case all 4 wheels would be spinning (just like why we need a 4 wheel dyno) so no harm would be done. And you'd save a little gas and gas mileage would appear to go up a little (assuming the hill was fairly large). One time we coasted down from Park City (where Sundance Film Festival is, for those of you who don't know, its like 30 min up the mountain from Salt Lake) to Salt Lake in our old Jeep in neutral when we were showing 0 miles on the range, did the full trip, and still had enough gas to drive to a gas station

But, the drawback is the lack of control. But you're in an Evo, and I assume you can shift quickly. So if you need control just pop it in the appropriate gear and go for it (or just turn the steering wheel). (Also, please don't ride your brakes if you're doing this, it smells bad, if you're going so fast you need to ride your brakes, shift into a lower gear and let the engine brake a little bit why waste your brake pads...)

Rolling in Neutral FTW!!! It's perfectly safe(Engine and tranny-wise) to do so but for driving and safety reasons they always tell you to downshift.

you might get a little better gas milage, but the savings will be negated by the fact that you'll probably use your brakes more often.

i dont see your rational to this since being in neutral your engine is spinning at say 1000 rpms while if your car was in gear, the engine would be spinning at sat 3000 rpm.. so that equals to neutral being more efficient in gas mileage

When you're off throttle, in gear, and above ~1500rpms, the fuel injectors are shut off.
