slight over boosting problem with mbc

So after installing the MBC today, which was surprisingly easy. The directions from AMS said that "your boost controller comes preset for the lowest possible boost setting" So First pass the car went up to about 20-21 psi then cut out for a second. so I figured well maybe its turned to high. I pulled over and turned it down about a full turn and tried again same problem, so pulled over turned it down as low as possible. And still the same thing. What should I do?

Are you sourced off the compressor housing discharge nipple or spliced into the intake manifold/ diverter valve line?
