Once you sit the bumper to the front of the car, are you clipping the front in place? Or just bolting it up as it sits there. You have to put the bumper on the car then press around the inner corner of the lights and it will snap closer to the car.

Put some painters tape over the white tabs that go into the hole in the fenderwell before removing or installing it to/from the car. Last thing you want is one of those little crappers to slide in the hole and snap off when you pull the bumper off/on. You really just have to get it set up there, I use 2 little boxes to get it to height. Then pick each side up about an inch and pop it in. Once it is hanging onto the car (but no bolts or snaps are locked), I press in both inner corners near the lights and it pops flush to the car. Theres only one way for it to go on. Mabye your brackets got damaged??

The evo is the first car I ever removed a bumper from cause I always figured I would never get it back on like the factory but it went on fine for me. Just make sure you a getting all the snaps in before trying to bolt it down. It all just snaps together. Good luck wish I could help but it one of those things were you have to be there looking at it.
