Car won't tach over 4500

Just like the title says. I have a bit of a different setup then everybody else. I have a 2000 mirage with a evo 5 engine in it. My mods are as follows tubular manifold, dnp dump tube. custom downpipe back, persision intercooler , custom 2.5 ICP. Now for the problem the car won't tach over 4500 and it is supposed to have a vacume leak but I have replaced every vacume hose on the car along with pulling the whole engine apart 3 times and checking or replacing what I thought might have been the problem but nothing works. The car only runs in 10 hg/in and spools 5 psi by 1000 rpm's. Plus it has been dumping gas into the oil. Please I need some help with this matter. I would drive it to a shop but it is only getting about 2 miles to the gallon and run's like ****. Any help would be great.

sounds like a fuel issue, i would say cam or crank position, but if it's dumping fuel like that either your injectors are wide open or something else, ie regulator is bad. evo 3 engines operate a rising rate fpr i think. oldest one I've ever seen in a car was out of a 6.5 tme.

I know on a IX if the air meter is unpluged it will have a revlimter at 4500rpm.

I replaced the FPR and checked all the wiring to the MAF everything is connected. But I'm still having the same problem. I had the problem before but it fixed it's self, I heard a loud pop and then It ran fine. But I'm having no luck at all and still don't have an idea of what could be wrong.

I had exactly the same problem with my car today, found the vacuum hose going out the manual boost controller was disconnected.

Yeah lil devils. I have went over this thing with a fine tooth comb. I am still unable to find anything . Bout to just pull the whole damn engine out. Still looking for a lil help guys. Thanks
