Garage it... I assume you can't. So that's out.
Covering it will work.
But I would "get rid" of the cat (no, not kill it, I love cats).
The compressed air works wonders, but you can scare it away even easier, get a can and fill it with pennies. There's the humane anti-cat repelent stuff suggested earlier, including the cayenne pepper. You could buy a dog (or a bigger cat) and let it hang out by your car

If all else fails after a month of trying all that and talking to your neighbor. Catch the cat, put it in the cage on their porch when you know they're home, and doorbell ditch.
If that STILL doesn't work, the ASPCA is not going to get involved if you catch the cat and take it to the pound. Animal or human, it is still trespassing. If you don't want to do that, call animal services. We got called because our dog was barking too much, they brought the sheriff over and we ended up being given a month to get it to stop or else.
