Check the strut, and make sure you didnt bend any mounting points.

Yes. A bent strut will cause the wheel to lean.

Check the for sale section and look for a part out. You might find one there.

I think I can see a kink in the strut.

The rear strut does not have much of anything to do with the alignment of the rear wheel on the Evo. Did you check the hub, shaft, and bearing? Mounting points for the suspension arms and alignment? The rear strut does look damaged, so you should replace it, but it will not make your wheel do what your picture shows.

I know the strut wont have much to do with the lean, but it looks damaged so I brought it up. I would check the mounting points for sure

1st thing replace that strut. It just a good idea in a situation like this. Look on the for sale section for sure, there are several part outs on there right now. Next look really closly at all the mounting point etc for the control arms. When you replaced them, did they come off and go on smooth, minimal forcing? I had a similar situation with my '91 talon, I replaced several pieces that I knew where damaged, and several I thought where damaged, all helped a little, but still didnt fix the problem. I ended up replacing the entire subframe and all the supsension componets..... Problem solved.

also don't forget to get a 4 wheel alignment and do a camber check as well.
