Not always the best way to tell but something you can do is pop the oil cap off and use a light to try to look at one of the head bolts/ studs. A lot of times guys will not waste there time putting those back to stock. You can see the letters ARP if thats what they used on them. I have found 3 "stock" cars at dealerships around here and gotten guys great deals on them because of this little trick. Once this is presented to the dealer they are usually much more willing to deal.

What happens alot is a dealer will take a car and return it to "stock" so they can get more for it. My recommendation is to buy from a dealer you know so you dont have to worry about this trickery.
it looks stock except for the painted wheels. you can tell if an Evo has been modified by looking under the hood at the radiator, if there are any bent or dented fins, then there is a good chance the car has been previously messed with.
Everyone pointed out the unusual stuff and I can't seem to find anything else wrong with the Evo. I did noticed the stock advans though. Not sure if that means anything but having the stock tires would indicate a low mileage car unless the stock tires weren't use and was later put on.
taillights are stock.. those are the stock 9 tails.. i think that is actually a good evo to pick up, because if they did return it to stock (was modified before) they did a really good job making it look stock.. i would say pick it up because there probably wont be many in that condition.. even with the gauges i would be hesitant but the red wire in the engine looks like the boost gauge wire going to the FPR
