Depends on how much air is passing through the IC. If not a lot of air is flowing (i.e. low-speed driving and/or sitting still) it will probably evaporate before it gets put to use. If you're cruising at 50mph, I bet it will make SOME difference. The whole idea is to transfer heat from the surface/metal of the IC to the air via evaporation of the sprayed fluid.
