rebuilding evo VIII help

I posted this same thread in the security/audio section cuz i wasn't sure exactly where to put it but if you have any info it would be much appreciated. I bought an 03 evo wrecked and have it all fixed but my engine and all my electrical will not turn on at all. Brand new battery so i dont think that is it. There are 2 plugs on a metal bracket right underneath the dash on the right side of the steering wheel. I thought they were for the engine immobilizer computer, but i now see that that is located farther up in there. Can anyone tell me what plugs into these two plugs. I can upload a picture of it if i need to but any info would help.

What exactly is the scantool hookup and is it needed to power up the electrical system? I don't know much about it obviously.

Check all fuses, in the car and under the hood. Likley a fuzible link.

No offense bro but you should really take it to a shop to get it at least turned on and then you can maybe take care of the electrical stuff.

If you really insist on doing it all yourself you should invest in a shop manual for evos.

I havent been able to find a manual yet...but i might just have to take it in now, i've checked the fuses and i was told it could be a fusible link. Just tryin to save money and not tow it in to the dealer. So obviously those plugs are for plugging in a scanner, for the computer or somthing to diagnose problems with the car?

The one is a standard OBD-II port thats been on every car make and model since 1996. The other white is for flashing
