i could be wrong though, i usually go in with a payment in mind and i dont really care how they work the numbers as long as i get my payment probally a bad way to do it but its worked so far

Yeah, that's a crap deal. I paid $22,500 for my '06 evo 9 SE with only 13,000 miles on it but I got the deal of the century. Blue book is over $25,000. My wife does car loans for a living.
Many times auto dealers will mess around with the trade in value number to get you a better deal on a car. I wouldn't think that is the case since you've been to multiple dealers. I've had dealers give me way over what they should have on my trade in just to get me into a car or make the numbers come out right. I got $6,000 once for a beat up '87 celica so they could make the price on the new rig look a little better for the bank.
18,000 really seems like a crazy lowball offer for an 06 with that few of miles. You'd never find one for that.
They probably know that the Evo is a good seller so they plan on making a few bucks off of you when they get rid of that trade in.

KBB is not all that accurate and you wont find a dealer out there that actually uses KBB to place a value on a car, consumers use KBB b/c its a source anyone can access, therefore a lot of the owners think their cars are worth more then they really are...KBB values a lot of the time are old and out dated.. especially in these market conditions....I just looked up some manheim auction results and EVOs with those miles were doing approx 19k give or take....

it's ok for a trade in value but deff not a good price for the car. When i went to mitsu here in Richmond and saw the X i asked them purely out of curiosity how much they'd give me for my '06 IX with 43k miles and they said anywhere in between 19k to 21k, but again you can always get a better deal selling it privately. btw i kept my IX
