I'd do fiberglass for the rear but never the front. I've seen plenty of fiberglass front bumpers on relatively low cars get demolished. If you don't do body work stay away from fiberglass, urethane is a lot more durable and will be much more resistant to permanent damage at low speeds.
You may spend more money buying the cheap stuff. There is a reason an auto company or good aftermarket employs so many people and spends so much money on R&D,.... it's that costly quality part with a nice finish, surface, durability,fit, and lifespan. Nothing sadder than a beautiful car with lousy paint or bodypanels. You get what you pay for.
