If they dont have a awd dyno then they of course cannot dyno tune it. They might be able to road tune it but if they do not have experience with evos or turbo cars I dont think I would trust them.

That's not true...I added my pipe kit and noticed a noticeable difference. Now could I tune it and see more of a diff I'm sure. Now going so far as to say you won't gain anything LOL I don't think so.
where are you located?
i would accumulate more parts before getting it tuned. of course, this will depend to your goal.
im my first wave of mods, i had full tbe, fuel pump, mbc. then for retune, i had intake and ic pipings. i could have waited for all those parts to come for just one tune.

All that intake will do is make you run a tad bit leaner. I would also add an exhuast while you are at it. The stock evo runs very rich and you don't really need a tune. But if you really want to pick up hp you should get a tune once you are ready for one. If you don't want to learn to tune your own car and don't have any good evo tuners in your area you can to a mail in tune that alot of the evom vendors offer.
im sure what you felt was all in your head. there is absolutely no way you can feel 1 or 2 whp

like i said in my previous post, dont modify your car if youre not going to tune it/have it tuned because youre wasting money trying to make your car sound "cool"
Just depends on how much money you have. If you want to spent lots of cash after EVERY part you put on, then by all means. I usually save up a bunch of parts, have them installed at once and get a tune. I think someone said "wave" of mods. That is pretty accurrate. Do them in waves to minimize the money spent on tunes.
