In the navy we have wash pads to wash the jets with. Takes off just about anything. And the closest civilian thing is the mr clean magic eraser. it took the brownish black crud off my bumper with little effort

Go get some Simple Green degreaser from Home depot it's safe for your paint and is strong enough to do the job it works good on your motor and rims also. Read the directions for mixing strength for your application.

I actually used a bug & tar remover spray from advance auto...I think it was turtle wax that made it...I was really surprised...worked well...Or you could just clay bar it...I'm sure that would work well too....

how long has the carbon been on the bumper? I just used water/soap to wash off it off mines.

Wash the car and then clay the bumper, apply some wax/polish to allow it to come off easier in the future.

Mr. Clean Magic Eraser works wonders, if you can't find one local use simple green diluted in water. Either way will work.

I've always used this stuff with great results. Clay bar should work also

This is what I would suggest. I also use Eagle 1 Never Dull on my RexSpeed carbon fiber exhaust cover which really brings back the look and takes off the caked on crap.

Claybar works well, I'd go that route before heading to the solvent section at home depot.
