You really seem all over the map, OP. It appears you want to hit a number just to hit it and it doesn't seem like you've done much research; at least you're not providing much information that shows like much research was completed.
A good question is why do you want to hit 700whp? What are your goals for the car? Drag monster, red-light racer, dyno queen, other? FWIW - it is not "easy" to hit 600whp on a dynojet. With an AMS 2.3 and a 35R it will likely be done, though (not sure if that was what the other poster was saying). If you just want to hit a number you can find a high reading MD or Dyno Dynamics and go that route.
Also, I'm not sure what type of tq you are expecting but realize the higher your tq the more likely supporting pieces transferring that tq to the road will reach breaking points. Just something to think about. Regardless, I wish you the best in your goals.

^fair enough, just remember to keep your destroying at a drag strip. 
You will definitely eat the gt500 at the 1/4 at 500whp, assuming you are decent at launching consistently. That is where you will get your benefit most and I suggest you invest time into that if you aren't already there (how do you get to Carnegie Hall, after all
). A consistent launch can mean all the difference in the world.
At 500whp you are at a similar power range as him, but your tq might be a little low. The positive is that your power/weight ratio is likely much better; probably 3800 lbs for the gt500 without driver, unless he has shaved weight. Also, you have the huge benefit of awd.
The viper is possibily a different story. It all depends on what year, what model, and what, if anything, has been done to it. Obviously lose any weight that you can when at the track - spare tire, back seat, etc.
I'd suggest building the motor, make sure the tranny will hold up if you aren't confident about that anyway, clutch (obviously), and maybe the tcase (not as needed right away) and go "cheap" with a stock appearing turbo to get you in the 500whp range. If that doesn't feel like enough to you, sell the turbo and go T3.
Another option is going with a used T3 from the start. I've seen great deals but there is always the question of the previous owner. I'd try to get involved in your local Evo community (if not already) and get to know people you trust. One of them will likely eventually sell something you can use; I know I've seen some great deals from good local people up here from time to time. Best of luck!
