For approx 1/2 the cost of attempting another dyno tune, I would recommend the Looney Tune vendor to take a peek at the values adjusted in the ECU
Maybe you've used him before. I have had 3 separate solid tunes by him over the past 2.5 years
BTW, my last tune 2 weeks ago produced 407/400 on E85 (Stock cams / stock turbo)

Im goin to reese to diagnose whats goin on w/ the car, since the other shop just tells ppl theyre a.o.k. when theres obviously something amiss...
The tune thats on the car now, is on point, and the power just isnt there...
The oil is causing a bit of power loss (not sure how much, but some) and need to find out what else is not right...
Hopefully we'll get to the bottom of it this week/end.
It seems like you will have to start over since the shop u took it to doesn't seem to have a clue. I think you weren't seeing higher loads because of the dyno you were using. Dynopaks do not apply as much load as a mustang dyno.
Definitely do a boost leak check since that can be a major culprit. TB seals are a major boost leak waiting to happen. Verify all coupler clamps. Maybe even do an exhaust leak check. The bbk-b should put you in the 450ish range especially on a dynojet/dynapak.
