Question Can someone ID this engine bay part and function?

Hi guys,

This may be a stupid question but, I was just wondering if someone can ID this engine bay part highlighted in yellow for me and let me know the function of it. Is it ok to not have this part as I have seen engine bay photos with the part on and some with the part missing. Also any idea why someone would remove this part as the only reason I can think of is aftermarket headers?

Any help would be appreciated thanks!

Used to hook chains to for an engine picker if you are pulling the head/motor...There is another one behind the valve cover...

Can also be used as a ground when jump starting your car or testing sensors.
