Let it warm up a bit more or take it in a warm garage (mall indoor parking) for a couple of hours to let everything thaw out. All Evo's have very clunky suspension in cold weather and most shakes and noises go away after the car is warmed up.

ice or snow might be frozen onto the tire, might make it feel weird at an X + MPH

Had a similar thing happen with my daily driver jeep, was snow caked on the inside of the rims, and not a lot either but apparently jussssst enough to cause a problem
