Is there's a compagny that made boost-actived cut-out downpipe for Evo?

QTP downpipe and a Sound Performance boost actuated cutout.

Soon to be ER as well (as a product not just a service). The QTP is electric and user selectable as far as I am aware.

It is indeed electric. My point is that you would have to buy both the QTP cutout downpipe with electric QTP cutout and also the SP boost activated cutout.
