What is this on my evo8???

So I was cleaning my car out and saw a wire that just didnt look right, I install radio's,alarms..... Anyways, I found this thing and have no clue what it is. The led light comes on when the car is on, and blinks. Does not affect the blinking at full throttle part or none, clutch in or out, brake or anything tried everything possible to see if i could make it stay solid LED or off or anything it just blinks.
You can tell that it is aftermarket, T-taps and horrible ground kinda give it away.
Has any one seen this or know what it is.

The pictures are under the passenger seat if you were sitting in it would be under left leg side.

Thanks for the help

That plug definitely goes to the rear O2 sensor. Electronic CEL fix.

DUDE!!! you all dont know what the hell your talking about so quit saying its a stupid 02 cel fix! For one, theres no plugs like that for a 02 sensor. You know what that wiring is poping out! Its the seat belt harness. When your seat belt is not on, it triggers the light on the cluster to put on your seat belt reminder. When you click in your seat belt it comes off. I actually unplugged mine bc i didnt like that. So my guess is some kid owned this car and his parents have the full right to put a GPS/seat belt thing in there. Pretty much when he don't where his seat belt his parents know.

Look for a part number on it, and look it up. I doubt it is a seat belt sensor.

Good thinking 2005 evo, however if the op's car doesn't have harnesses or nevver has had em I doubt that's it either since usually that's when u would remove the stock seat belts, also he said its under the passenger seat. I wanna know if this electric cel fix everyone is saying it is is true if so please post pics of urs and a link to a how to cuz I would like to know if it can be done other than removing the rear o2 all together.
