I have the exact same problem. Just took the evo out of storage. I get the whistle just as I hit boost. It is definitely a boost leak. I am guessing it is around the wastegate. I will be looking everything over in the next few days.

All i did over the winter was put a turbo timer in which i havent even turned on yet. and did the boost gauge that doesnt work id say the tee could be leaking but its not in that area that the noise comes from. im gonna take it out and put it back normal and see but i dont think thats it..

Mine is fine at idle. I hear it only as my turbo begins to spool.

So I got it looked at at a Speed Shop, was gonna do a smoke test but they didn't think it was a leak of anykind. They say it is my power steering pump whistling..

Whistle goes away when it heats up. But now once its hot theres this clonking or knocking or grinding whatever you wanna call it it doesnt sound good. seems to be from the same general area too. I just got it back from a speed shop yesterday too..
On top of all this my radiator doesnt get any antifreeze
