I checked it this morning and it was at the min line keep in mind the car hadn't been started. So I crank it up and let it idle for 3 min and it's still at the min line. Am I missing something here?

The power steering system has two conditions - leaking or not leaking. If your fluid is at the min line it was probably at the min line when the car left the assembly plant.
