OBD port not working??

So i went to get my car inspected today and when they plugged it in the port it wouldn’t read anything, they also tried using a scanner and nothing and i even used mine. I check all the fuses in the hood and under the dash and all where good. This summer i had my car dynoed so that was the last person who used the port, and the only other thing i can think of is me and my buddy installed apexi turbo timer... any ideas.......?
thanks

It won't read without power going to it.

Fuse 15 in the central fuse box feeds the data link connector, should be a blue 15A fuse. Make sure power is there and that fuse is in good shape.

3rd on the right of the bottom row.

This is under the dash not under the hood right? The spot for radio is empty and it wont take a fuse, peice in the way. and my door light fuse was fine...
