It is now over-boosting in all gears... So maybe a problem beyond the tune? My A/F is staying around 12 and drops into the high 11s so now worries there. Could it be wastegate related then? Probably something mechanical is what I am thinking now.

 

If the waste gate arm is sticking, yes, it could be mechanical, also if there is an obstruction in the line from the boost source to the grim speed to the waste gate, it could cause issues.....but if it is getting worse, like you say in all gears, I'm betting sticky waste gate arm or something like that.
