Yes, a shortblock is fully assembled (without cylinder head)

Buy a used one.....although you probably already bought pistons didn't you....if you didn't i would by a used bare block, i believe you can find them for around 1K or less...although you would have to have it machined and checked (you'd have to do that with a new bare block anyway).
