Evo 9 Not Visible Modifications
Flat black painted intercooler piping, nothing with logos or chrome look on it. Your intake if your in cali with a CARB sticker. Ive run an fp turbo everyday for past 3 years no issues on it with getting hassled by cops, pair it up with a ported stock exhaust manifold and even an evo owner cop will have trouble trying to prove different. Id say an intercooler full piping, an intake catback downpipe, and a 3 port youll reach 300 easy. with room to grow. if you can swing it id do cams.
you can do all kinds of stuff. you can do a stock replacement turbo upgrade with ported 10.5 hotside, ported manifold, and an aftermarket o2 housing that is painted black with high temp paint or coating and keep all the stock heat shields on the turbo setup. IMO that is your biggest leap forward. also a set of cams. 65mm ported stock throttle body and ported stock intake manifold. get your self a evo 9 metal BOV and ''crush it''. you will need a fuel pump and injectors. a MBC is easy to hide. also a lower intercooler pipe. buy one and paint it black. no one will see it. there are a few guys who built there own intakes on this forum. they modded there stock air box to except better filter's. search for them. as for exhaust. get your self one of the 3 inch down pipes with a cut out in it. when driving like a normal human it will sound 100% stock. but when its time to lay the nasty down the cutout opens up and all hell breaks loose.

he lives in hong kong; inspectors are much more strict there than cali/US
The drop in air filter is a good one I forgot (thanks to who mentioned it). Most of the other ones mentioned won't be obvious but can be spotted by someone who knows what they are doing. Anything about painting to hide what you've installed to hide it is a dumb idea. The paint won't hide the fact that it's not plastic, not to mention the paint will crack, chip and scratch and you will look like an *** when the officials ask you why you painted it. Putting a catalytic converter heat shield on a test pipe might work but again, if you get caught out you could get yourself in more trouble. IIRC you can remove the internals from your catalytic converter and modify it to make it flow better.
So it depends what you think you can get away with. How good are your officials at spotting modifications?
Do your officials give a reason for the law? We have a few kinda dumb laws in NZ but they give us reasons which do make sense.

I don't think test pipes are a good idea in the OP's case. Inspectors might stick a probe in the exhaust to measure the exhaust gases which will detect the removal of the cat converter. I think 300 whp is achievable with a 3" exhaust, O2 housing, drop in filter, removing the restrictor pill in the boost hose, and a good tune. If thats not enough, then put in some cams, fmic, and a stock frame turbo like a BBK full.

Evodan2004 has good upgrades. I think he "might" get by with a black coated o2 if the stock heat shield is left on. But a down pipe cut out will get him caught. Really the best way is tune, port everything portable ( intake, throttle body, exhaust manifold, O2 housing, turbo). Fuel pump is good. Your stock injectors are okay for 300 range. Be cautious on the cams you don't want to much extra lope. Good luck OP.

I feel ur pain. I live in the Socialist Republic of California. Unless they hook u up to a sniffer you'll be fine. Remember no shiny or noisey ricer parts (BOV to atmoshpere). Go with drop in filter, porting, Jun 264's, 880 injectors, ecu flash, exhaust, and so on.
U can also free up horse power by making ur car lighter. The commies or the green shirt ****'s can't ding u there.

Why is the exhaust being brought up? That's the first indication to the police that the car is modified! Trust me, I know.
What kind of fuel is out there? Try to go with the highest octane that you can get regularly.

If you're only looking for 300whp...its easy on the IX.
Not sure what octane fuel you have in HK...but on 91octane and dynapack dyno my RS put down 306whp.
This is with:
Cosworth panel filter (drop in replacement for stock)
3" downpipe
3" catback (very discreet with cat in place)
Simple, hidden MBC
Tune
Done!
