First boost leak test atempt

I tried my first boost leak test last night and I am a little confused, unsure I did it right! I went through the diy guides built my own terster and began. I pulled the fuse for the double pumper, pulled the manual boost controller line going to the wastegate. I found two leak right away, at 20 psi. Fixed them and all was good there. But the car would not go above 20 psi. I was using a tire/ electric ball pump, through a valve stem. I know pressure was building because the tester blew off. I know the best way is with an air system but I do not have one yet. Is there anything else im supposed to unplug, or unhook? My e85 tune is good tuned to 40 psi, and I'm only getting to 20 psi. I do not hear any leaks, that would cause it to not build the pressure. Can any one help me out here with advice? Thanks

Your bike pump might not be able to make more pressure than that on such a large volume. It is good if you are able to get you boost gauge to 20psi.
