The reason the STI is 2.5 liters is the Evo. The Evo came to the USA and smacked the WRX in the performance department. The Subaru fix was a bigger engine.

I've also heard that it has to do with Americans who need more low end torque or else they won't buy the car.

No idea if that's a real reason or not. Emissions sounds like a better answer to me.

I own an '04 WRX and it has a 2.0 liter engine. It will go places in the mountains where my Evo isn't safe to drive because the Subaru has so much more low end torque and can get going on the steep grades. So, the WRX in 2 liter guise already had more low end torque. And, obviously, since the car was sold in this country the 2 liter meets the emission standards.
