disappointed in times at the track

I'd be less concerned with the 60' and more about the MPH. Was it excessively hot or anything? As others have said, cutting a 1.7 will get you much deeper into the 12's.

the 2 steps set at 6200 but when i launch at that ,the car just bogs not slipping the clutch or anything. its like the car doesnt spool up enough in 1st. so a clutch wouldnt help since im not slipping it. launching like that only gave me a 2.2 60'. to get the 1.9 i had to double clutch it, which did slip the clutch.

You have to slip the clutch, hence why a better clutch will net better 60' times and ultimately better 1/4 times. If you don't slip it, the car will bog, as you found out. Takes practice but you'll get it.

I'm looking for legit class rules. like, what is stock appearing to this event? Just the turbo? or is it more than the turbo like the Buschur shootout? interior, etc. etc.

I figured for this to be an annual event there had to be some official rules of some sort. Google has failed me thus far

in my stock turbo evo 9 i ride the clutch all the way on first gear but again i have a 6spd if that matter. what is you tire pressure at? my first time to the track i had it to low at 25psi and best was a 11.8 at 116 with 1.8 60ft then my second time out i had my tires at 30psi and my best time was a 11.5 at 119 with 1.5-1.6 60ft..hope it help you out a little, play with tires pressure and shifting point
