i know many factors play a role in getting a good time at the track but i thought this was horrible. i was freshly tuned by sean ivey at 350 hp on stock turbo. he told me it should run high 11s and my best time was a 12.6 with a 1.9 60ft
Actually those numbers aren't too bad,there are many factors that determine how fast you go in the 1/4,i did 12.5@113 when my car was putting down 390,and that was with a 1.6 60ft time and stock turbo,perfect track conditions,a better driver,and a lighter car(my Evo is a GSR) and i would have been close to 11s,but again many factors go into how fast you go.

If you want to run quick times you need to get off the line quick. For an evo, a 1.9 60ft is not that flash. If you drop that down to a 1.7, you're looking at about 4/10s at the finish, so about a 12.2. Practice your shifts a bit more, and you should definitely have a high 11 second car.
Is that trap speed about right though? I've got an evo 6, so it's a bit lighter probably, but I've done a 12.5@178 kph with 270ish hp atw.
But yeah, get the hang of launching/shifting, half a second isn't hard to drop when you're still learning the car.

are you spinning off the launch at all? what is your 2step set at? a better 60' should get you into low 12's at least as others have said. ive been chasing 11's stock turbo myself but i have terrible tires and spin a lot..its not nearly as easy to do as it seems
