you seem pretty lost overall...why don't you contact a local shop (CBRD is 1.5 hours from you) or try researching more.
reliable 9 second car without too many engine mods is a pipe dream

Gotta pay to play. If you got the wallet and the driver mod STM will lead you in the right direction. Driver mod is almost as important as the money. I know many people with high HP losing to much slower cars with better driving skills.
No, you're not. You want an itemized checklist of what you need to run a high 9 second 1/4 in an EVO. There is no magic recipe, but here's what you need:
Patience
Intelligence
Money
Research
A drag strip
Money
A very good tune
Money.
First off, this is not the best forum for this kind of question, at least move it to General. Second, a mod list is only going to get you so far so starting there is a clear indication that you have no idea what you are getting yourself into. The EVO is a great platform but there is no platform around the cost of an EVO that is so easy to get into the 9's that anyone can just tell you how to do it. Bring a fat checkbook to your best, local tuner and they will guide you. Asking these questions on an Internet forum is only going to make it seem like you have absolutely no idea where to start which is not how you want to be if your goal is a 9 second car.

I believe that if the only reason you purchased this car is to pull a high 9 second quarter, you may have bought the wrong car. My Evo 9 with pretty much all AMS bolt ons, AMS 3076r turbo kit and GSC stage two cams was a consistent mid 11 second car. This was about 9000.00 worth of parts with me doing the work. Without doing major engine, tranny work and weight reduction, it just not going to happen. you would need at minimum a 2.1 with a lot of rpm or a 2.3 build for a little more bottom end torque. Plan on building a 800awhp drag car if you want a high 9 second car. It's just not that easy and will not be too fun to drive on public roads. Too much sacrifice if you ask me.
Why do you see shortly after a big build most high go owners cars for sale. It becomes a money pit and most of the time a horrible uncomfortable drive.
Good luck
