Officially, the US-spec '03 Evo 8 was not called a 'GSR' - that was a JDM trim level for that year. Ours is the equivalent, if you will, of what the GSR looked like in Japan. The only options for '03 if memory serves correctly, was a 6-disc player, a low-profile spoiler, & the moonroof. Everything else was standard, including the tall carbon wing & HID's. In 2004 when the RS became available, is when I believe the GSR trim level was officially introduced & HID's, spoiler, & moonroof became available as a package deal only (SSL) - a base GSR did not include them.
I may be wrong on something here, but forgive me...I was into STi's in '03..

03 options available separately on top of base model (aka GSR):
6 disc CD, Moonroof, Low-profile spoiler. All 03 Evos came with HIDs and fog lights.
04 option packages on top of base model (aka GSR):
SSL (sun, sound, leather) which included Infinity subwoofer, leather seats, moonroof.
RS also available. All Evos besides RS came with HIDs and fog lights AFAIK.
05 option packages on top of base model (aka GSR):
SSL, MR, RS. Only MR and SSL came with HIDs and fog lights at this point. MR came with Bilsteins, aluminum roof, vortex generator, 6 speed, gauges, BBS forged wheels, etc.
06 option packages on top of base model (aka GSR):
SSL, MR, RS, SE. SSL, MR, SE all came with HIDs and fog lights. SE came with special red-stitched seats, aluminum roof, diamond black BBS forged wheels, SE lip, etc. An appearance package was available on the MR that included the SE seats, wheels and lip. Some people refer to that option as the MR SE for easier clarification. I believe there was also something called the Zero Lift Kit available as a separate option on MRs that included a wickerbill extension on the spoiler (aka gurney flap), front under air dam, and front brake air guides.
I think that is basically the gist of it. All CT9A Evos besides RS came with your basic power options- power windows, locks, keyless entry, etc. IIRC, all CT9A Evos, including the RS came with AC. No Evos came with cruise control.
Once again, there was technically no GSR in the US until the Evo X was introduced, but since that car isn't really an Evo, it doesn't really matter. J/k........ Kind of.
Mostly right. In reality there was no CT9A GSR in the US. For easy classification though, we might call the regular/base model the GSR.

^^^^^ Perfect explanation... PERIOD
