it's static electricity from sliding your butt across the seat, use a stick to close your door, problem solved!

Happens to me every single time. I think it's just your clothes rubbing against the seats causing static. I personally wouldn't be worried about. Then again I get shocked all the time in my house, especially when turning on lights haha.

Since tires are supposed to ground the car how much shock you receive upon leaving or entering a car will vary depending on the tires you are running.

Doesn't happen to me in blues or civvies but every time I wear ABUs it's been happening lately and it must be getting out rubbing against the seat.

That is a good thing. If you dont touch the door, that spark can jump onto the gas pump as your fueling up, causing the car to catch fire while your pumping gas.

To decrease static electricity, you have to raise the dewpoint. More moisture in the air, the less shocking it is.

This is why you get shocked more when it's colder out.
