heat soak or another issue

Gee guys its really hot as heck out there this summer. I notice my car does pull as hard as it used to you know. I got my setup with gsc stage 2cams, intake, exhaust, downpipe with a tune and stock intercooler.

Now with this setup I know I gotta be pushing more psi than just 15 in third gear could I be suffering from heat soak. Is the psi levels normal for this setup without a boost controller?

Your car should certainly be pushing more than 15 psi.

But... 2 things.

1. Warmer air is less dense, and that will certainly slow the car down.
2. If you're boosting low, it could be a boost leak as well. I'd start with doing a boost leak check, and go from there.
