car boosting 21psi

Hey guys need help.I have evo 8 stock turbo.I installed kinugawa wg actuator (25psi),grimmspeed 3 port.the car is tuned on E85.yesterday I did 3rd gear pull all the way to 7K.boost spikes at 30# and tappers to 21# and holds all the way to red line.is this ok?I mean since I have 25psi wg I thought my boost should drop to 25psi and hold that way to red line,no?I preloaded wg using fp website.thanks in advance.
