am i missing a plug somewhere?

this might be a noob question but im not sure what this unit here is and why there is a connector without a plug ( right one)
its mounted to the a/c fan and underneath the stock air intake box

It's probably a common part with another car that has two radiator fans. Keeps costs down while confusing owners.
