For sure a weak tune.. I just got a tune last week at English and with the following mods I pulled 323whp and xxxft lbs tq. Besides the bolt-on's, I'm all stock @ 22lbs on 92 octane.

-AMS I/C
-AMS I/C piping (upper/lower)
-Hallman Boost Controller
-Perrin 3" Downpipe
-Jun BL 3" Exhaust
-K&N Filter

Seems like you should be well into the 4's IMO.

Upgrading your intercooler and piping should help.
The best modification any Evo owner can do to his/her car is a proper tune. It quite literally makes or breaks the car.
How many Evos has the tuner of your car tuned? If you're the first one... you have your answer.

I bought all my parts from you recently. Under the name douglas behan and tom Nelson. I got it tuned at the shop in norwalk, ct. And no there have been alot of evos tuned there over the year.

Before you go any further chasing HP, do a compression/leak down test. It should still make over 400 whp with that turbo on the worst possible setup.
If it passes that test then check the basics, boost leaks, spark plug gap, check the logs and look for voltage spikes/knock.

Dyno's are just tuning tools, once its running well take it to the track. Even with an easy launch it should trap over 116+.

Also, after reading Jacks balance shaft article I think I would keep mine.

Good luck with it.
