checked with mitsu parts warehouse and that number did not pull anything for them. If someone does find where we can get these please post - I will keep my search up

does the ETACS (electronic time alarm control system) control the windows in our cars? if so can't that module just be reprogrammed for a single touch function at the dealer?

No and super no.

The ETACS houses the power window relay, and apart from the master switch lock button working through the ETACS, that is the extent of their relationship.
ETACS aren't programmable like that until GS platform cars (and even then, still no).
