Clutch issues

My clutch is dragging @ ~6500 rpms, i cant shift anything above that. its about 40k mi old. its done it since i got it about 20k mi on the clutch. could it be my slave or master cylinder? i dont really wanna buy a clutch and it not fix it, but on the flip side i dont wanna spend $180 guessing if its a master or a slave
