What is boost by gear??
You're right. So long as you're getting traction, and you're not knocking or detonating. There is no need to taper your boost in gears.
As someone else said, this is normally what you'd see by someone in a FWD Civic, due to issues keeping traction through 3rd gear they lower the boost to turn down the torque. Honda Tech was the first place I had even heard the term boost by gear.
Gary from Mellon Racing had an issue with traction, and instead of boosting by gear he just had the torque taper off, which imho is a lot better then changing boost pressures. I'd rather just have my boost a constant number through the gears.

What i said was an over simplification. "boost" is an extremely relative way of comparing airflow and pretty much every mod will effect airflow at a given boost level. In the context of this question though, usually people will limit boost at low speed because of traction issues (if you are having traction issues). Its also good for preventing overboost in high gear low RPM. I wouldnt limit boost in high gears except for at lower rpm where it will put more stress on the bottom end.
In my opinion the most efficient way to decrease your power is to change your boost level instead of cam or ign timing. It also helps keep stock blocks happy by avoiding boost spikes or high boost loading by controing the boost level throughout the power band per gear (instead of one tuning table you know have 7 with neutral)... I think it has more value than what people are giving it credit for.
