For Top Speed improvements, HP is far down on the list for improvements. Look to aerodynamic improvements. Rear Under body paneling. Rear diffuser. I was involved with some rear diffuser prototyping and the differences in above 100mph acceleration testing was incredibly improved! You're fighting a losing battle trying to get more HP to improve the top speed acceleration. Even with 400+ WHP top speed is severly limited by drag. a Better front spoiler would help, but reducing drag while maintaining the necessary airflow to the brakes and such as the stock front piece does is tricky..

Seems it would make sense to me.
my guess would be emissions

I've watched 190 mph runs with Evo's that looked to have stock bodies but gobs of hp...

no its true the evo lacks up top. but as others mentioned, the overall performance makes up for it.
Although I do have to say an exhaust and flash makes a big difference for the top end.
my mildly modded evo vs a friends mildly modded s4 were just about even up top vs. stock for stock where he would destroy me.

it is emissions reasons and noise issues. a 3 inch turbo back is ALOT louder than the stock unit, plus Most people remove the cat as well. Mits cant release a car that doesnt pass smog and is super loud.

I will be one of the first to admit the evo top end acceleration is not that good mostly due to the awd, but an rsx type-s? I think you need to get your car tuned and check all of your ic connections because I have had several of those try to race me on the highway and even when they are going wot I can still just drive by them.
