Does there need to be a boost pill in the vacuum line by the j pipe?

I'm trying to figure out why I can't boost past 14 psi. I've done boost leak tests, changed out leaking seals and changed plugs and wires. Checked the confiuguration of the oem boost controller and vacuum lines. I found a boost pill on the line close to the oem boost controller but did'nt find one by the j pipe. Running out of idea's. Car is completely stock.

 

just run a mbc.

 

if you're on stock tune then yes, if you have been tuned without it then you're golden!

 

Im in the same boat. Is that 14psi stock from factory? I am in the process of buying a mbc because i was told that would help.

I got this car in January with 120k miles. I know I can put a mbc on but before I start modding, I want to make sure everything is in order. Can't believe compression is 160 across the board on all cylinders. What else would hold back the boost to only 14psi?
