Is there supposed to be some rubber piece that covers this hole?

But yeah, probably. The inspection hole and vent hole both have rubber plugs.
edit: got it to work. If you mean the round hole in the lower left, that is the inspection/clutch release hole. Plug is part number MD747412, about $3.
