You say this like you know what you are talking about. I have worked for several body shops (Im not a body guy, I did electrical) and this QP needs to be replaced. No Adjuster would approve pounding out that panel as if it was just dented. Its fine to agree to and pay for a sub standard repair, thats OP's right, but to claim that it doesn't need to be replaced is just false. This thread seems to have come to a conclusion so if anyone wants to further discuss this feel free to PM me.

What do you mean insurance is not an option? Like other have said you are looking at 5 grand MINIMUM to have that fixed correctly. Then there is the possibility of suspension damage. Evos are notoriously expensive to fix, which is one reason the insurance premiums are so high. Life lesson, if you cant afford the insurance, you cant afford the car.

That quarter absolutely dose not deem replacement, you have plenty of trunk access and anyone working at a half way decent body shop would have no problem fixing that. If you really feel like going the extra mile you could work it around and pick and file it to the point where almost no filler would be required and could get by with a sprayable polyester primer. Most people jump to replace parts in a pinch situation like that, but in reality when you drill those factory spot welds out your disrupting factory corrosion protection. Panel bond where applicable for re installation helps with protection but anywhere you weld will never have the protection you get from the factory dip. Looks like you need a head light and a tail light, potentially a fender ( could also be fixed by someone with a small amount of skill) and some work on the rear body panel and the quarter. 3300 seems reasonable, do NOT part that thing out. that rear can be fixed easilly ive never done body work and all you will need to do with the rear is some spot weld some rods and put a slide hammer on it and pull it out best you can then get behind it from trunk with a body hammer massage the rest if any bondo is used it will be very minimal
