Exclamation boost wont pass 15 psi

bone stock evo 9 gsr with aem short ram intake. i finally installed the aem digital boost gauge correctly and its working properly. vacuum is -20 inHG and boost on 2nd and 3rd gear WOT from 2,500 rpm to 6,000rpm goes to 14 psi max and drops to 12 or 10.
i know it could be missing the restrictor pill so i check the one going to the boost solenoid under the intake and although i didnt remove it, i could fell the hard ball size like 1 inch from the tip. i couldnt check the other pill on the wastegate side since i cant squeeze my hand that low and i dont know how to remove the parts to get access to that side.

btw i am 6,000 altitude in colorado with stock tune. any ideas?

ACTUALLY ITS 15 PSI that it wont go pass
AT 4th gear 2,500rpm full gas throttle to 6,000 RPM i saw 15PSI, but not getting the 18 or 19. could it be elevation?
Btw its at night at 39 degree F so could it be elevation and cold weather?

solenoid hooked up wrong. 14.5psi is normal air pressure, so, if the boost control solenoid vacuum lines is hooked up wrong, it will never go higher than that

14.7 psi is standard atmospheric pressure at sea level, thats also 0 gauge pressure. At 6000ft atmospheric pressure is around 11.8 psi.

What was the car boosting to before this?

close enough, would explain why it drops on him down to 11ish. It can't be hooked up right. Or maybe it is in backwards, on the X anyways ours have 3 various sized pills in it.
