Depending on tuner yes! Just get a walbor 255 fuel pump, FIC 1000cc+ injectors, Evo 9 turbo (port it if you can)
Drop in some cams (GSC S2) titanium springs and retainers... Have a clutch that can hold the tq range of 300-350 don't over kill selecting a clutch as it can have too much preload on your trans and things become worn out fast such as syncros etc... Again as mentioned earlier you really have to push it honestly to crack 400 on a 9 turbo so you want to be less restrictive as possible such as Turbo back exhaust, maybe squeeze in an O2 dump... The reason I went into so much detail is because I've been down this route in wanting to have a certain power like 400 whp ..... That soons turns into 500 whp then you're on a stock block platform and that 500whp becomes useless because your tq on a stock block is so low you can't endure that power band! Advice for down the road when buying things for your car such as turbos, fuel injectors, cams, and exhaust... I'd like to call it do it once and be done with it... For example FIC 2150cc injectors can handle any power goal you can throw at an Evo... GSC S2-S3 cams and 5041 GSC springs and retainers will hold 40lbs of boost more than plenty for any build you have... And upgraded springs/retainers are a must when going S2 and above.. Stock frame turbos have been proven on Evo 8/9 platform by FP if you want great spool up but again want to have a turbo that can handle your 400-650+ whp goal then go with FP black.... 700+ Whp FP Zero and call it a day and again (stock frame turbo) now in terms of obtaining best maximum spool that all depends on all the restrictive things you're able to remove aka (PORTING EVERYTHING), camshaft selection build platform etc.. Dyno charts help explain this... The more your engine breathes the better it flows and less work it has to do obtain your power goals! Turbo back exhaust as long as it's unrestricted 3" all the way throughout you're solid bro no need to go all high end here it's been proven, lastly a double pumper to supply your fuel is a one stop shop.. Although this topic gets into the expensive side from my experience you want to do it right and save money in the long run I'm sure others can vouch for that.. Build your car to the Long term HP goal you have for what it's worth!
