Boost Issue. Bad wastegate? Logged with EvoScan

So I've been having this issue for a while. My 03 wont boost over 10psi-11psi. I recently got a tactrix 1.3 and evoscan, and logged a few pulls and normal driving. First thing i noticed was that the WGDC was always at 100. WGDCCorr is always at 63.5. AFR is a bit rich on pulls but ill get a tune for that soon. I also logged my brothers evo and his WGDC always changed, but WGDCCorr was also always at 63.5. Could anyone tell me whats causing this boost issue? I changed my wastegate after my first log and nothing changed. Stock Turbo and some bolt ons.

Check all the boost lines and boost controller that they are at least plumbed correctly and the controller is actually hooked up electrically.

Checked boost lines, vacuum lines and intercooler piping. Stock boost solenoid is plugged in along with a Greddy ebc. Everything is connected properly. Performed a boost leak test and discovered a small leak in the throttle body. Ordered new seals and a new tb just in case. If that doesn't fix the issue, what do I do from there? Could I really be losing half of the boost through that little seal?

Check if your U band( that holds hot and cold side together ) still in tact.

Checked, it is. Nothing is wobbling or seems out of place.
