Road Race Engineering does excellent work with installs and tuning the evo platform. Just make sure you have the whole day off as they do take their time. I personally go to them for all my ECU related needs and do the wrench work myself. I've also heard good things about 5150 Racing, no personal experience with them myself. Several "tooners" out here who are trying to make a good name for themselves at the expense of your car. Choose wisely.
