JDM Rear Bumper preping question

JDM Rear Bumper preping question

Listings on the JDM Rear bumper say that come in primer. Now does that mean you can spray them with paint right away or do you need to do additional work before you have it sprayed. I talked to a person that does paint work and informed him that the bumper comes in primer already and he said that they will have to (I think the word was "scoff" but lets say some kind of sanding)remove the primer that comes on it and respray a primer on it for the paint to bond to.

Now is this correct? Does the bumper need to be scoffed, sanded, or whatever, then primered before it can be painted or can it just be painted the condition it comes in already.

I bought one a few months ago. It was bare and not primered.
