The fuel pump does not prime with the key in the ACC position. Now, Im not saying that you dont have an issue with fuel pressure related to your pump but just giving you a heads up there. If you crank it a few times however you should be able to see pressure so if youre not at that point then perhaps youre onto something here.

I have no idea where the fuse is but Id guess its located under the hood so pop off the cover and see if its in there; the cover knows all!
