Bluish smoke NEED HELP

Recently i did my valve stem seals because my car was smoking on startup and idle and it was getting unbearable. Now that im finished doing it ive been driving the car fine. It comes into boost very slowly and sometimes doesnt even reach 25 psi(where its set to boost to). The car also emits a puff of blue smoke now on startup. What could be the problem. I opened the turbo inlet and there was a bit of a puddle of oil residing right on the inlet. But when i went to check the licp it was bone dry. Im so stumped right now. PLEASE HELP.

I take it the Turbo has no shaft play?

Also like said about Leakdown and compression test

I dont think its rings because its only when im in vaccum and in idle. When im just driving around its no smoke. Would a compression test tell anything else

leak down test and a compression test and come back with your results

So i did the leakdown test and i got 10 to 12 percent on each cylinder which is pretty good. Its exhibiting the same problems it did when i had to do my valve stem seals. I puy supertechs in which i understand have their own issues whether you have dual valve springs or not. I bought gsc viton seals and im going to put those in one of these weekends. I was recommended the supertechs by a dude i know whos worked on dsm's . But from what i see from on here there are people that have replaced them 3 times. So thats what im doing. I had a feeling i was gonna have to do this.
